Madalena Oliveira Silva
Madalena Oliveira e Silva: Bachelor’s Degree in Law from The University of Lisbon School of Law; LLM in Public International Law from the University of Law Economics and Social Sciences in Paris (Paris II), postgraduate studies in European Law at the College of Europe, Brugge (Belgium) and Management Program for Executives at the Católica Lisbon Business & Economics.
Currently, is Chairman and CEO of AICEP – Portugal Trade & Invest, and Non Executive Board Member of IAPMEI, IP.
Has been Member of the Executive Committee of AICEP since June 2024, previously held the position of Advisor to the Executive Comitee of AICEP from January 2024, and from June to December 2023, served as Secretary-General of the same Agency. From April 2017 to June 2023, served as a Member of the Executive Committee of AICEP, with responsibilities in legal, financial, investment incentives and internationalization, contextual costs, and commercial support to companies.
From 2008 to 2017 at AICEP, she held management positions related to the monitoring and implementation of investment projects, after having been Chief of Staff to the Chairman of the Board of Directors of the Agency in 2007, as well as being responsible for managing the Agency's external network. From 1998 to 2005, was a member of the Board of Directors of IGFSS, IP and ISS, IP, with responsibility for human resources, administration, auditing and real estate.
From 1989 to 1998, she held the position of legal director of ICEP – Investments, Trade and Tourism of Portugal, deputy director of Foreign Investment and coordinative functions of the legal area for foreign investment. She took part in the negotiation of investment contracts, as well as bilateral and multilateral investment agreements and supported the OECD Committee International Investment and Multinational Enterprises. She has also presented communications on investments at international seminars supported by the OECD and UNCTAD.
